Not sure what you mean by "subscriber".
Is the Adcenter Signup what you're looking for?

I think google uses the term "subscriber" as those who show contextualized ads on their web site. Maybe I'm wrong.

After reading some of the posts here, it appears MSN is only taking applications for advertisers. I'm interested in the other end.

Ah, I see. As you might guess, those other services aren't exactly our specialty, here. Smile

Been doing a little reading, and it seems like MSN's not offering contextual ads generally, yet.
They're using it on their own services like Search, Mail, etc.
And they've farmed it out to at least one large outfit-
the (evil and hated) folks at Doubleclick.

All in all, they look to be still mid-beta.
