not sure on that - I reached $50 on the second day for one of my sites - but I also had a friend who signed her site up the next day, and she recieved her pin 1 day after me - even though she hadn't reached the $50 plateau yet.

So, I think it's just based on the day you sign up?

I ask google. Sites that have been aproved before January 28 do not need the PIN.
