Yeah, it affect the SEO of a site in a way that it does not directly change the site's status. Google in particular bans a server and not only the domain that violates the "rule". If you are hosted in a dedicated server, then your in good hands. But, other than that, I think there's nothing wrong in changing hosting service for a site. All the ranking status and positions are carried by the domain.
