PR is about your link popularity....though maybe by improving you site through its design and contents you'll invite link baiting so partly it'll help but still IBLs will get you PR...it isn't all about the quality of links its about the quality of sites linking to you...so even you got a lot of IBls it doesn't mean that you'll have a higher PR..
