I don't yet have the Adsense account, but, eventually I would like to sign up for one. I have been reading around that the rules are very strict when signing up for the account.

I have a question:

Is it legal to have someone else promote my website... via emails... to boost traffic?

There would be no messages asking potential clickers to click on the google ads.

So, would this get me banned?
