It is unfortunate, but just because you weren't involved doesn't mean the clicks weren't fraudulent. The following is a true story:
An acquaintance of mine (I would never say friend), worked in an industry whose keywords had been bid up over $30. He would send out emails to his company asking employees to click through anytime they saw an ad from a competitor so that they would end up paying thousands in useless ad spend. Of course, from Google's perspective, most of those clicks are coming from the same IP at the corporate level, and if a person happened to own a particular blog that targeted those keywords and the people from the same IP kept clicking, Google would have to assume fraud.
