Google Community - View Single Post - Can one site be submitted more than once to search engines?

hi everyone,
i have got sites for seo that have already been submitted to google. but for seo, i need to resubmit from my own account so that i can submit sitemap as well as verify them to analyse crawl rates and errors. but i also heard somewhere that submitting site now and again can lead us to getting penalised.... is it true?
