Well those personal cameras now a day have facial recognition and can tell if your eyes are open or closed. If your eyes are closed it wont snap the picture until you open them.
So im guessing all they had to do is implement the facial recognition hardware and software and write a code which would blue out a certain amount of pixels per square inch around the eyes or face in order to cover the face...
