Try limiting your ads to certain areas, like a country or city. That might help
You can also use more particular keywords which others may not, which will bring up your ad to a better location.
I have found I can get top placement with just 5 cents, if I use a focused phrase along with targeting a country or city ( even if you have to target many countries, you may consider making a few ads with each one focusing on a different country)
Another approach is to turn on and off your ads so that they are displayed only on certain times. For example if your target audience is professionls, you can try turning your add between 9 AM to 6 PM and then refine based on the response. or if the audience is game players, you can turn on the ads for late evenings and weekends. Manually turning the ads on and off takes some effort, but it has given me better results and I don't break my budget.
