I'm guessing there will never be a 1.0.3 in Spanish, considering 1.0.4 is the current version. Also, I fail to see why language is so critical for a web browser program. Most of the text you view is on the webpages themselves, and with English being the most common language on the Internet and all, I expect most Spanish speaking Firefox users know enough English to navigate their menubars. That is, if they even use their Firefox menus that often, which I, personally, almost never do.
Also, since this person seems to be bilingual (why else would he/she be using Spanish software?) and wants to see the latest Firefox in Spanish, I'd like to know why he doesn't help translate instead of complaining. The program contains little enough text that the whole project would take a fluent speaker at most half an hour.
