Google caters ads taking into consideration both the language of website in question and also the location of the visitor. But this is not always the case. For example, an American with a Frenchified computer will get the same ads as a French person in France. On the other hand someone from France with an English computer will be more likely to get English ads.
If you are from Canada, that may the problem, since Google seems to always map English to Canadian computers.
