At the end of the day, Google will be smarter than you are... If you try to engineer a page around a high-dollar keyphrase on a site that is focused on (say) Politics-- the ads will be about Politics.
That being said, if you have a site around a high dollar keyphrase (like, say, "Conference Call Services"), it CAN help to know which exact phrases are high-dollar...
