To each their own about their own definition of "National", but as far as I know the whole idea of NaNoWriMo is international and strictly adheres to the International Time Zone when it comes to the beginning and the ending of the month! And yes it's held every year.

I tried it last year and ended up doing 10,000 words within the last two weeks. Can't join this year due to exams in progress this month. :/
