Well I think if you have a website with many pages and you are aware of PHP, then you should opt for php..
You can then a common file where all of your links will be placed and then you can call those functions to place those links on your webpage.. this way you have to just change in that single file which will reflect in all those files that is using it.
Otherwise life is miserable, if you have many many pages and there are changes to be made
