No, I don't think so because even if you use a different name, Google will see that the IP address is the same. Your best bet is to get a different domain under a different name, as well as a different e-mail address.

Btw, why was your account suspended? Did you do, or were youaccused of doing something against the TOS? Have you thought about e-mailing Google and pleading your case. This has worked for some folks. Besides, then you won't have to go through all the bother of bypassing the rules, or employing subterfuge or nefarious means in order to get another Adsense account. It is best to see what Google thinks you did, because you can go about getting another account, only to make the same mistake.
