To open a Window that is blocked by Google Toolbar, you hold down Ctrl then click.
Quite simple.
You could:
a) Tell your visitors this, so that they know; or
b) Let links open in the same window. If the visitor wanted to open links in a new window then they would choose to.
i.e. Right click >> open link in new window.
