Companies such as GoDaddy are what are referred to as 'registrars'. ICAAN are ultimately responsible for registering domains and ensuring that they are unique. To be able to register domains directly with ICAAN you have to be a registrar, so this means that most people prefer to register with a registrar as the registrar can manage the domain for you and has invested in the infrastructure needed to support domain names. have a look at http://www.internic.com

Country code domains such as .to, .vu, etc can sometimes be registered by a single registrar sponsoring the top level domain (see http://www.iana.org for a list of all top level domains), but you may want to stick with .com, .net and .org for now

BTW, If you want to sell domains on your account you may want to create a reseller account with a larger registrar such as GoDaddy or Enom (I'm not familiar with who offers reseller accounts these days) but this will allow you to sell domains to customers on your site. You may want to gain a little more experience before offering other people registration services, however...
