I agree. You can get top positions without having any PR at all. But it depends how well is your site optimised and how your keywords are used. However, PR gives some kind of trust to your site. Getting PR is not that easy. You have to get backlinks from quality sites. By quality I mean, they have good content and relevant to your site. Listing your site in directories would give you backlinks. Also try to do some link exchanges with sites that are similar to yours.

Link exchange is not an easy process. Most of the time the people will not want to exchange links with you if your site is new. But just write to them and ask them nicely. I am sure someone will want to exchange links with you. Also ignore sites, that are specificaly build for link exchange purposes.

Another way of getting back links is commenting on peoples blog. But don't just comment by saying "nice site". Most of the time these kind of comments perceived as spam. So be creative and write something that is related to that site you are commenting.

Apart from the link exchange and updating content, try and place your important keyword(s) in the site's Title tag.
