Headers and footers

We have a site that has content organized by cities across the US and world. Every page on our site has a Header and Footer that are pretty much the same across every page on the site. The headers and footers have the basic stuff like a home link, contact us, etc.

We’ve noticed that our smaller cities are dropping off in ranking. So I’m wondering if the fact that the duplicated HTML of the header and footer are “taking over”, and the unique content is less of a percentage of the overall HTML of that city.

Is percentage of Unique Content vs. percentage of repeated Headers and Footers important to Google?

Any advice or suggestions would be greatly appreciated!

I suspect there are other reasons, that is not duplicate content, pretty much all sites have the same footer and header on every page, as long as the content in the middle is different then it is not duplicate content, make sure you have a nice easy to follow internal link structure (all pages no more then two clicks away from your home page) and build high PR backlinks, all pages will be indexed in no time.

i agree with david. But i know for sure that the percentage of the word that you aim has a gold number of 7% in page. Lets make it more simple: If i have a page with seo tools in all of my pages i should have in each of them a 7% "seo tools". The best place also is to put one of them in the upper left corner as google ranks higher the top content, with color or in italics, bold etc for the same reason.
