Sandbox Strategy
It seems to me that given the competitive nature of search engines, that Google is actually opening itself up to inroads by the other search engines by continuing its sandbox strategy. Imagine a new website owner who normally uses Google as their exclusive search portal. Once they have their website finished and uploaded, they naturally want to be able to find their websites in the search engine. When they search on Google, they can't seem to find their website. But usually after only a few days their webmaster tells them that they can search in Yahoo or MSN and find their website (if only for a unique term such as their Title ) After a few instances of finding their website this way, and not being able to find their site in Google, some website owners might not only begin to use a competing search engine like Yahoo, but they also might start encouraging their friends to use Yahoo, if for no other reason than to make certain the friend is able to find their site. These inroads might not seem significant, but over time, the amount of searches done on Yahoo and MSN does actually increase due to the Google Sandbox. My search habits for example have evolved from 100% Google a year or so ago, to roughly 75% Google today, simply because sites are available much quicker in Yahoo and MSN. Given the pervasive nature of websites (everyone seems to have one now) Google may need to re think its strategy.

What you have mentioned is really nice but please note that until a few years ago, there was not the Sandbox Theory, and Google actually had to create this system, the reason was quite clear, many webmasters very quickly, set up their websites, and in many cases many websites, and then interlinked them to each other to create a kind of artificial link popularity and in a rather short period of time, they saw themselves at the top, also many of them had websites only filled with ads and referrals, but older websites and really honest, professional webmasters may even like this.
