Why I am not getting good Page Rank?

Sharad this side, I am not able to find out the reason: Google just give me 3/10 rank. I want to know the reason behind it.

Can anyone help me to find out the reason and also guide me how to improve Google Page Rank?

The easiest way to increase your PR is to get a link from a high PR page - example, if you get a link from a page that has a PR of 6, on the next update, the page linked to should get a 5.

Never heard about such rule of getting PR, but looking at pages that are linking to mine PRs it can be right (while two of them have 3, I've 2). Wow, that's good to know...

I think if you make moderate changes in your contents and add few more stuff you will notice the change in ranking. Overall you should understand what actually google like and dislike and accordingly implement changes if required for better PR.
