Maybe the answer is simple?

Some of my pages are are changed monthly or whenever (maybe 6 months) some are never changed. New pages added whenever ????

Question is, should I use the change filter globally or not and if so, at what frequency

Use your best judgement. As stated on the Google sitemap page, these values are not user verbatim. They do influence how you site is crawled but if you accidentally set one page to montly and you're updating the content more frequently it won't make your site blow up. You can always adjust the values if something changes!

Most of my pages right now are set to weekly but they dont' change that often

If I make the change frequency monthly, google crawls monthly?

It's not 100% like that. It's just used by Google as a guideline. You're not screwing yourself by choosing the wrong frequency, but it might affect the rate at which some pages are crawled. If you're not sure just put them to daily and adjust as you see fit. If you're running a blog or something I would use daily by default. Both my current sites are portals so I have them set to weekly as the content doesn't get updated that frequently
