It would be nice if you could just choose the PageRank you wanted

Just build as many incoming links to your website as possible 1 way links would be better and from the websites with the highest possible PageRank.

A good place to start would be submitting your sites to directories like http://dmoz.org

The best are PR High Sites.
If you submit to dmoz you're automatic in the Gooogle Directory, too.

I've submitted to DMOZ 3 times in tne last 10 months and I have not heard back from anyone?? What does that mean?

The best thing you can do is simply make a great and useful website. Avoid ads, spam, and filler. Make a site that's informative for visitors and interesting to returners. And the links will follow.

I would keep concentrating on adding more content and improving your website as the better your website is the more chance you'll have of being accepted.

It may also be worth submitting to a different/similar catergory in DMOZ.

I maintain that they key to DMOZ successful submissions is having a site that is graphically-design wise on par with your competitors whom are already listed in the same catergory, and has information/an approach that is completely unique from the other existing listings.

If your site is exactly as good as another site already on the listing in terms of informing your visitors, dmoz may not list you simply because there is already a site that provides the same level of service.

On your toolbar if you click on the Google icon on the left, then "options", then "PageRank settings", you can adjust the PageRank of a site between 0-10 and Googlebot will use this value to determine where to place it in the result pages.

to get page rank greater than 5 you have to get incming links from many sites and especially from sites of greater page rank.

Since there's only 1 update every quarter ( 3 months ) you wont see your updates right away. If you REALLY want to get a good ranking next update, buy some good links on high PR sites that are related to yours
