Look closely. This site isn't technically offering a guaranteed listing, and it does say "Dmoz Submission Service." There is a money-back guarantee, for instance, if your site isn't listed withing 21 days. They've probably had a lot of luck with submitting, and there are people who obviously know what they're doing as far as writing a guidelines compliant title and description because that will stand out to an editor and possibly speed up the review time. So, basically, it looks like you're paying someone $69.95 to submit your site to the best possible Dmoz category with a guidelines compliant title and description.
Also, never, ever pay, or, offer to pay, for a Dmoz listing because it'll get your site banned once its verified that you are affiliated with it. Don't believe the bologna of people who say Dmoz editors accept bribes all the time, or you can pay for a listing. A Dmoz listing is 100% free, and Dmoz doesn't have a paid submission process or any priority process. Editors who are caught accepting bribes for a Dmoz listing will be quickly removed as an editor once ample proof is provided.
