What if I want to buy a domain name (TLD)?? How do I renew it?? Using GC$?? or US$?

so I noticed that there isn't any domains left. Does the inventory ever get "refilled"?

The inventory does get filled every now and then. But there isn't any pattern in it. You just have to wait and see. It also involves a bit of luck.

If you want to have a domain name from the shop and there happens to be one (hasn't been one in a while) you can use you gc$ to buy. Read this topic http://www.googlecommunity.com/about1744.html for all the inside info.
