I believe it is both good... depending on how you can handle the client and staffs you got..

I have a friend who has a small business, web design particularly.. aside from her business, she's still working as a freelance web developer..

I try to do both to increase my overall work load.. Usually my freelance work I offer at cheaper rates. But doing freelance also will help build experience for your small business.
