This depends on the content of your message. Some messages will automatically be held for moderation.

Yes, but you need to do it only once in the appropriate forum.

this is what's in the rules on Avatars:

"Avatars
Max height: 80 pixels
Max width: 80 pixels
Max size: 12 KB

Keep avatars reasonable. Animated avatars are highly discouraged."

It doesn't say NOT allowed! Does that mean, if I submit one for approval, I could use one? Mine is only the Australian flag waving. Can I please use it? Otherwise, close the door completely on them, by saying NOT allowed!

Alright, I'll say they're not allowed. Animations are really distracting to users trying to read content on forums.
