What is wrong with the effects store?

When I tried to purchase a name change from the effects store just now, I got an error message. I'm just wondering what is wrong with it. Here is a screen shot of the error:

Weird, I wonder why that is.

Maybe the shop did not like you new name, just kidding.

Maybe it was overfed with GC$ lol...I dunno, let randy the randomizer fix it

...or we can always call bob the builder...
I guess I won't be changing my name/title any time soon...time to join the flame wars in the secret forum :P

Maybe I broke it, I was the latest person to change my title to "1000 Posts and Counting". But, I don't know how to fix it, I don't even have any kind of administrative access to it.

I just tried it again and it still doesn't work.

Yeah it doesn't work for me either..I wanted to change my name and it said that the effects store wasn't enabled or an error occured
