Do you mean reinstall or start up Windows minimalistically?
If you want to start up windows with little running, boot in Safe Mode. If you want to reinstall, format and use the XP install disc (or just put it in - I'm sure it will format for you). You might need to change the BIOS settings to enable you to boot from CD.
