Exclamation Problems, anyone with ideas?...

Ok guys heres my problem I have a Dell XPS 400 its only a year old. recently it has started shutting itself down, not just cutting power but windows shuts down correctly then starts turning itself on and off radically for just enough time to light up all the numbers, power button, and drives on the front. It just continues to cycled threw this until I hold the power button down then it will quit. After sitting for a few minutes it will power all the way up again, I'll log into windows (XP PRO) and then once again shut down windows going threw the power cycling. I have tried contacting Dell but my warranty is up so they don't care to help. I have also tried a new power supply, Hard drive, and Formating. The next thing I could think of is motherboard but usually when those go bad the computer is dead completely, Right?..... I need a second opinion anyone have any ideas because I'm out.....

alex-party is an unknown quantity at this point
Try to reset bios settings to system defaults.
If that does not help, as a last resort, re-programm BIOS with latest updates for your motherboard (could be found on motherboard manufacturer web sites to download), but be careful with those things, you may screw up your bios if you don't know what you're doing.
Hope this helps,
