Webcam woes

I have a great idea for a webcam to broadcast live images, but absolutely no idea how to do this. Can someone walk me through what I need to do in order to put it on the net?

Like do you mean just steadily broadcast a video? Take pictures every so often? Do you want it to be interfaced with an Instant Messenger or a website?

I have a similar situation where I want to setup a (as close to) live video broadcast. I want to be able to have the inlaws (who live halfway across the country) go to a website address and be able to see our their grand daughter (4 1/2 months old) on the screen...

I would like to do this with open source software (or freeware) if possible...
