Yes, it's bad, but I can't blame them all that much. Nothing is 100% certain, and if they had issued a warning and no tsumani occurred, they'd be in big trouble. And warning people sometimes causes hysteria that in the end doesn't save many lives

If the aftersight, they should give out the warning. It's very easy for us to blame them, but we don't know how certain or uncertain those meteorologists were. They thought the made the best decision at the time. Instead, they made one that they will regard forever.
