It is. You must have done something to irritate Google. Are you sure you haven't done anything like that?

My account has been locked before for downloading via POP too often. If it's a minor infraction or violation, you should get access back in 24-48 hours. If it's worse, well.. Google can do whatever they want. Good luck.

Maybe too much connection via your account (more than one connection to your account).
