Can talk be the new voice mail feature of Gmail?

I think this topic should be posted here.

Google had lunched talk beta on wednesday which bound with gmail account.
Can talk be the new voice mail feature of gmail?
So that people can send his/her voice which recorded by Google Talk to the offline gmail user via gmail.

I don't no i'm not lucky enough to have the internet myself i use internet caffes and libraries i can't use .exe files as of the restrictions on the computers any one no of any
online google talk stuff?
