Gmail and Web Clips: How do I get them?

I've noticed that new accounts that I've created have the new Web Clips (RSS) feature, but my existing account has yet to receive the new feature. Has Google commented on when or how older accounts will receive this great feature?

All accounts should have it. Have you tried using the feeds location? http://mail.google.com/mail/feed/atom

Oh that, nope, don't have that and it does seem pretty neat. Might be worth sending an e-mail off to Google.

Nope just started a new account but i ain't got no
video thing when will everyone get one and how do you
use it or set it up.

And I know RSS stands for Really Simple Syndication but what is it really and how and why would you use it?
