No RSS for Blogger?

Why doesn't Google's Blogger have an RSS feed for every blog like the other major blog services have?

well, not RSS specifically, but the ATOM format--which works with most aggregators. The feed address (if you host off of blogspot) is yourblog.blogspot.com/atom.xml

The feed can be activated at Settings -> Site Feed.

Does this mean there is only an RSS feed available for a given Blogger blog if the person blogging activates it? They can turn off the feed?

It's great how feeds are being used on so many sites these days, and it's getting even easier to do.
