Sure, it is allowed in general, as long as those pictures don't violate the rules for type of content permitted;
and the ads aren't placed with unrelated pictures in order to create an appearance of being associated in a misleading way.
What section of the TOS made you believe that you couldn't have pictures at all?

I remember reading somewhere in the TOS that Google has a hard time determining what kind of adsenseads to put on the page if it has a lot of images, which is why I didn't put them on all of the pages on my site. Has this changed?

I would imagine that would depend, to a large degree, on the nature of the site, and the labelling of the pictures.
If the site had similar content in writing and illustrations, and they were labelled accordingly, I wouldn't think that would be a problem.
Like if your site was about cars, and you had a bunch of photos that were labelled with car names.

If it were more of a 'gallery' site, with images that were named variously, and not so literally, then I could see that being a problem.
(But this is not an 'expert' opinion'.)

This can help maybe

1. Name pictures as cars: ford, ford_1, saab, volvo and so.....

2. Add keywords to every picture using some photo editor

3.Upload pics, upload info file

4. Find highly paid keywords (overturebid tool for example)....put keywords on pages and into html tags. Try to use whole sentences.

Maybe this can help you a little
