So are Google not giving the advertisers back all the money that they take back from the publishers after closing their account for click fraud?

imnajam is an unknown quantity at this point
I don't think that google wont return that money, but it is possible that some part of money is not returned back that could be because if a publisher earned $90 via valid clicks and $60 via fraud click, google may reverse only $60 not that $90 but will not pay the publisher a single penny so in that way google get extra $90.
