You will be refused if you use the same name. You could always get a family member to sign up for you. :P

No, I don't think so because even if you use a different name, Google will see that the IP address is the same. Your best bet is to get a different domain under a different name, as well as a different e-mail address.

Btw, why was your account suspended? Did you do, or were youaccused of doing something against the TOS? Have you thought about e-mailing Google and pleading your case. This has worked for some folks. Besides, then you won't have to go through all the bother of bypassing the rules, or employing subterfuge or nefarious means in order to get another Adsense account. It is best to see what Google thinks you did, because you can go about getting another account, only to make the same mistake.

Am I allowed to sign up with another member of my family but from the same household? I mean, I have an idea about a side, but it recommends clicking the ads in a certain way. Not directly, but it does, and I wouldn't like to get banned with my current account. It works like in the happy tales :>

Yes, you can sign up from the same household, but you might need to email Google explaining that it's another family member signing up.
And how does it ask people to click the ads?

First of all if you are gona do a new account do it from a different pc => different ip with a diff. name with a diff. domain and if you are gona check your earning with your old pc try to use mozilla with proxy.
Take my word one it thats the only way
