How Google Ranks Adwords Advertisers?

Just had a thought guys. Does anyone know how google ranks adwords ads.
Is that based on highest bids (like Yahoo does), or does that depend of
CTR.br

I was researching on a keyword and found there are only 8 advertisers. However, they were biding for at $4 - $5 per click.br
br
I wonder having just 8 advertisers cant my ad rank top if my CTR is higher and I just pay $0.10 per click.br
br
Or if my CTR is not high and if I pay $0.10 per click i'll be only rank 9 less competitive unless advertisers grows.

It's based on a combination of CTR and Quality Score. Take a look at Google AdWords help section. It's all written out.

Google wants to increase their income, so they not focus only on the CPC, but on CPC * CTR, which reflects better the total income. If the other advertisers pay $4 or $5 per click, you may get a place in the first page paying $3 if you have a better CTR. But it’s unlikely that with a $0.10 bid you can be in the first page, as you will need a CTR 40 or 50 times grater than some of the other advertisers.

Try to study how your keywords behave at different hours of the day. Some advertisers have a daily budget lower than recommended, and sometimes you can get cheap clicks in the last hours of everyday. If you cannot pay $4 or $5 a click, I would check this.
