Is it leagal to put adsense in pop up window?

No, its not legal to put adsense in pop up windows. Its clearly mentioned in their terms and they can termintate your account if you go against their terms.

Don't even try to placing google ads at any pop-up windows!
But, instead of that... you may placing non ads pop up with your url address which contain google ads inside those pop-up!
