I think submitted to directory is very useful, I tested a website just submited about 300 directory website, and 2 months after the pr was 3,

if you post your website in the directory then you will have more link but not necesserily those directories (free ones ) will drive trafic to yor site. But if you list in yahoo -the major ones then you will have a chance to get traffic.

it really depends.. its how you promote your directory and the qualification for inclusion.... usually people base on PR or traffic of a directory..
