Google certainly allows pictures in ads.
But the pictures will be chosen by Google, like if the ad's about a cell phone, the picture'll show a cell phone.
But are you talking about just putting up a normal picture that has nothing to do with adverts?

As far as i know, placing ads next to pictures is ,now, not alllowed by google.

Adsense changed his TOS recently, now it's not allowed to draw attention to ads putting an image close to them.

yes you can, but don't place a picture with the start and end of adsense code .
