Does Google really support small businesses? - Adwords

Hi,
I was under the impression that Google encouraged small businesses and that most of its profits are actually due to business received by promoting advertising for small businesses.

I started using Adwords for advertising. It went all well for a few months. Then suddenly one day I found that the cost of each keyword had shot up to between $10 and $15. This of course is an indirect way of telling the business that you cannot use our advertising system as it is impossibe to pay that much per click!

Now I know quality is important and all my Ads supported the main theme on which the landing page was based. Also my CTR was good.

When I asked google support to explain the reason foe increased bid price, I got several responses such as :
(1) Google Adwords is facing a technical issue and some websites are affected but it will be resolved soon... It never got resolved after many months!
(2) Please check your quality score and they sent a link to a couple of documents. (Although I feel my quality was ok...I still modified the pages to further meet the requirements. But nothing happened and I kept getting the message that google adwords is facing a technical issue which will soon be rectified.

But nothing has happened. My Ads have stopped showing until I increase keyword bid to above $10 which is impossible!

So I wonder does Google really support small businesses? Also if they have an issue why don't they give a clear cut answer rather than beating about the bush!
