"click and pay" or "paid to click"??

GOOGLE click and pay advertising system seems to be a real efficient way to advertise. You only pay for the people who are interested in your service/product or else, if they click on the link to your website. Opposite Google, this "nice and honest" marketing provider get only paid if people see and click your link.
Could it be possible this "nice and honest" provider isn't so nice at all?
What if there are some/many people who apply an other different policy, provided by this "nice and honest" provider: The "paid to click" policy?
There are some interesting cheques (copies eventually available), provided to people in some Asian countries, for their clicking on these "click and pay" links. These amounts of 100 to 300 Euro per month (maybe more) are a "salary identical" income source for these people. Please do not misunderstand, I don't care, I even am happy for these people to get a little better income but what about the small and all other companies who trusted and believed having find, finally a real honest way to pay for publicity?
My question is:
1) Are there some of these "Clickers" who would like to tell us more about?
2) Could this be possible "in" Google and what is the feedback from Google?
