Credit Card Declined

I tried to reactivate an adwords campaign a few days ago but the Ads did not start showing. I then found that there was an unpaid invoice for $7 but the card number that Google had should have been okay. I reentered the card details but received the message "card declined'. I tried another car and got the same message. Both of these cards are fine, and have been used in other transactions today. I contacted the bank and they say that they have not declined the transactions.
I have twice now created totally new google adword accounts, and tried these cards again, but the same response. I have checked the details I put in many times. I have even checked that the address is the same as the CC Statement address (although I don't think the Australian Banks do that check, as in the UK).

I have sent in 2 support messages to Google, but no reply yet.

Can anyone help?
