Google AdSense Account Disabled

Finally, my account was disabled!

While going through our records recently, we found that your AdSense
account has posed a significant risk to our AdWords advertisers. Since
keeping your account in our publisher network may financially damage
our advertisers in the future, we've decided to disable your account.

Just after 5 days they send the PIN and i got those messages. This invalid click reason or causes by their policy & TOS ???

Would you like give me more information about this ?

2nd Question is :
If my account was disabled, can i create another one?

If you want to continue with Google,then you will need to opne another account with another email address for safety.
And Do not do click fraud to avoid another ban on you.

1. I have a lot visitor from my country (already warn them, do not click the ads)
2. Appeal Form Submitted and rejected!

So, why they provide this appeal form if most of request will be rejected ???
Useless! So, what they are doing? Eating dirty money.... ???

Google Adsense? it's hard to make money from them. Around 2-3 weeks i only get around $10.++. You should try Affiliate man. There' a lot of affiliate program online that you can make money online other than Adsense.
I'll give you a sample:
