Banned from Adword what to do?

I have been banned by Adwords permanently due to a few outstanding balances from my previous accounts that were charged off. Unfortunately, Google now blocks all billing information that tracks back to either my name, physical address, and possibly IP address. Therefore I am unable to have any new or existing accounts approved, regardless of what cc information I provide.

I contact their Adword and Billing support team numerously, to only receive the same robotic denial reply each time. I have even stated that I am willing to pay back every penny owed to start with a clean slate, but their last response was that their decision is final.

So my question is, are there any appeal process that I can file to perhaps a senior level personnel or department within this company that will have the power to overwrite this? Any feedback is appreciated.

You can use the Google groups adwords discussion to explain about your problems and send a mail to them to clear your problems.

As stated previously I have done this numerous times and they are not willing to reverse their decision. So I think posting on their groups discussion board will only fall on deaf ears. I need to find out if there is any kind of appeal process or methods I can do to get accepted by their system again, without wasting anymore time with the Adword reps.
