To the first one, no because I've had a few months where I earned less than $10. But now you're making me go to Google's TOS because that sentense can be taken out of context. After looking and it was taken out of context. That sentense concerns if you terminate your agreement with Google.
As for the second issue, it says ads that mimic so services which make look alike Google ads, those are a no no. Otherwise you're okay. |

1) Google is only saying that you won't get a check that says less than $10 on it. Month-to-month balances of less than $10 will roll-over, so if you average $5 per month, you'll get a check in about 20 months, and you'll get everything you earned. But you won't get a $5 check.
2) You can't have any other ads that are competing with Google ads (contextual advertising). |
