Does Keywords in Different Orders Make a Difference?

Hi,
I went to Adwords and used the New Estimates for Maximum CPC. For testing purpose, I had 2 different keywords, one is "fishing gear", the other one is "gear fishing". I don't use double quotes there. It seems that Adwords treated them to be the same and don't show anything for one of them. Then I tried something else with four words, like "Jessica Simpson cd album" and "album cd Simpson Jessica", just for fun of it. It shows statistics for both of them this time. But they are the same. I tried many other four-words-keywords in different orders and they all show same statistics for all different orders.

I thought that word distance will make them to match different websites and google searches. So, why do they return same statistics?

I'm ot sure about 4 word keywords but 2 word keywords would be the same thing if they are loose fit
